365 Group Acrylic Clapperboard

Once upon a time, if you wanted to make a movie, you?d need a sound recordist to capture audio to tape (as film doesn?t record sound) and a clapperboard to enable you to sync them up in post. Then along came video (which magically captures both sound and pictures to the same medium) and the clapperboard went out of the window with the baby, the bathwater and the bath. But that wasn?t the end of the story because the advent of the HD DSLR has meant that filmmakers once again have the need for clapperboards. So where do you go when you want a clapperboard?Clapperboard.com? Almost?Clapperboard.net actually! Visit the site and you?ll see a dizzying array of clapperboards by ?365 Group? costing from 15 to 1500. I tested their most popular model, the ?Acrylic clapperboard with black & white sticks 280mm x 240mm?, which, at 39.99 represents excellent value for money.

In order to do be able to fulfil its role, a clapperboard needs to be a) visible to camera(s) and b) audible to the sound recorder, so that an editor can sync the footage of the clapperboard closing with the sound of its clap. Over and above this, it also provides a means of recording vital information such as scene number, take number, etc. Not all clapperboards offer exactly the same fields. For example, this one includes ?Producer?, ?Director? and ?DOP?, but not ?Cameraman?/'Camera Number? (which, some people might find more useful than ?Producer?, though there is room to cross out the ?Prod? and put ?Camera? if needs must). On the other hand, unlike some, more expensive, clapperboards, it includes not just ?F.P.S?, but ?Shutter?, which, when editing footage from DSLRs can be extremely useful information to have to hand.

This board is the right size to enable it to be held comfortably without obscuring any of this information. A pair of small magnets between the clapsticks ensures it snaps shut positively and it makes a nice sounding clap when it does so. Overall it feels like a quality product that will last for years, making it the right product at the right price. Best of all though, you can have endless hours of fun pretending to get all manner of bodily parts caught in one whilst filming?and for that we owe a great debt to HD DSLRs.

'Epic Mickey' Takes Disney's Mouse Into A Video Game 'Wasteland'

Mickey Mouse and Warren Spector.
Franck Fife/Getty

Warren Spector talks to journalists on October 27, 2010 during Paris Games week.

Mickey Mouse is back with a new attitude in an attempt to crack one market that has so far been a bit of a disappointment for the superstar cartoon character: video games.

Epic Mickey is scheduled for release Tuesday on the Nintendo Wii. The game plops the charming little mouse in world called "Wasteland" that's full of discarded Disney characters and detritus. Your job, if you choose to take up this challenge, is to help Mickey escape this dark corner of the Disney empire.

To help him through his adventure in the Disney dustbin, Mickey carries a paint brush and paint thinner as his "weapons." How you use them as a player determines your fate, and the mouse's character. But it's safe to say that this video game version of Mickey tends to have more of an edge to him than the character we're used to from the big screen. He might even be called "naughty," at times.

Mickey Mouse in the game Epic Mickey.

A scene from Epic Mickey

Among the forgotten characters Mickey encounters on his odyssey is "Oswald the Lucky Rabbit." Warren Spector, the creative director behind Epic Mickey, told NPR's Guy Raz that Oswald was Walt Disney's first big star but hasn't been seen in one of the company's productions since 1928.

Disney lost the rights to him in the late 1920s, only regaining them in 2006. This is the first time the company has used him since then. Oswald plays something of the foil to Mickey's character as the mouse tries to escape consignment to Disney's Wasteland.

The real test for Epic Mickey, however, is not whether the mouse can make his way home. The real test is whether Spector and his team have managed to make Mickey a video-game star, a genre that has so far resisted fully embracing Disney's leading man.

Does Cancer Affect Testosterone Levels in Men?

It's been known for a while that hormone levels drop in women treated for cancer. Now a study published in the Journal of Clinical Oncology is showing similar effects in older men. MSNBC Health reports:

For the new study, researchers tested more than 400 men with cancers that were unrelated to testosterone.

Nearly half the men had total testosterone levels below 300 nanograms per deciliter. The researchers didn't compare the men to a control group, but note that all other studies of men without cancer have found some percentage with lowered testosterone levels, but far less than half.

The men in the current study with low testosterone also tended to be overweight or obese, and scored slightly lower on a scale designed to measure quality of life than men with "normal" testosterone levels.

However, there are some important caveats:

  • The study was sponsored by Solvay Pharmaceuticals, which manufactures a testosterone cream. Since the study was essentially designed to identify a target market for their product, that makes the results somewhat suspect. I would like to see the results replicated by another study that's independently funded--and that includes a control group, which this study didn't have.
  • Any study examining testosterone levels will be hampered by "a lack of consensus on what constitute a normal range of testosterone levels, the well-known inaccuracy of measuring serum bioavailable testosterone levels, and the considerable interindividual variation in the degree of testosterone decline associated with age," according to this 2006 article in the International Journal of Impotence Research.
  • According to that same article, it isn't even clear whether testosterone affects prostate cancer, and if there is a connection, it's that too much testosterone increases the risk of cancer. So when the researchers say that next they're going to see whether testosterone supplementation increases the prognosis for these cancer patients, they're pretty much talking nonsense.

If you're a man who's had cancer, and you're having problems such as impotence that could be related to low testosterone levels, do consult your oncologist and maybe an endocrinologist or urologist--but don't panic.

Expected Sales Increase Of Christmas Flowers

Leading online flower retailer Serenata is expecting a 30% boost in sales for its Christmas Flowers this year, indicating a steady strengthening in the UK financial system.

PR9.NET November 11, 2010 - LONDON, UK - UK homes will have much more than just presents under the tree for Christmas this year. Flowers for Christmas will also be on many shopping lists for, according to one of the leading online flower shops Serenata Flowers.

With festive floral product sales continuing to boost, it's a sure indication the UK economic climate is attaining ground and the recovery is well under way.

"We anticipate orders for Christmas flower arrangements to increase an additional 30% over last year. This suggests that the lower joblessness rate we've been experiencing in the UK combined with the growth we've had in the construction, manufacturing and hospitality industries is beginning to spread. Now, people not only have extra disposable income, but they are additionally less worried about falling back into recession," explained Peter Ahl, MD of the award-winning web florist Serenata Flowers.

The online florist has additionally experienced a substantial raise in the number of first Christmas orders, which implies shoppers have learned from the recession and are planning ahead.

"The numbers advise we'll have a much better Christmas across the board than we have the last few years. More consumers are preplanning their presents and we believe this is a direct result of the recession -- consumers are budgeting, saving and organising their purchasing, rather than impulse shopping," Ahl added.

Business is flourishing for online flower shops. The industry expects to sell more than half a million xmas flowers and bouquets this season alone. And according to Serenata's statistics, over fifty percent of all Christmas flower deliveries will be purchased online.

The Christmas delivery service is popular with customers outside the UK who would like to send flowers and gifts to friends and loved ones living in the UK. Serenata believes the growing number of British expats purchasing flowers online is a good sign that, while customers are spending more than they do during the economic downturn, travel budgets may perhaps however remain tight.

"Having Christmas flowers delivered is still one of the best ways to show someone love and affection, which may be extremely hard when long distances are involved. Mix wonderful roses and flowers of all kinds with the comfort of buying flowers on the web, nevertheless, and consumers can find the perfect present for everyone, no matter where they're in the world," said Ahl.

Scientists Trick Cells Into Switching Identities

Graphic explains new method of changing one type of human cell into another

Associated Press

Graphic explains new method of changing one type of human cell into another

Suppose you could repair tissue damaged by a heart attack by magically turning other cells into heart muscle, so the organ could pump effectively again.

Scientists aren't quite ready to do that. But they are reporting early success at transforming one kind of specialized cell directly into another kind, a feat of biological alchemy that doctors may one day perform inside a patient's body.

"I think everyone believes this is really the future of so-called stem-cell biology," says John Gearhart of the University of Pennsylvania, one of many researchers pursuing this approach.

The concept is two steps beyond the familiar story of embryonic stem cells, versatile entities that can be coaxed to become cells of all types, like brain and blood. Scientists are learning to guide those transformations, which someday may provide transplant tissue for treating diseases like Parkinson's or diabetes.

It's still experimental. But at its root, it's really just harnessing and speeding up what happens in nature: a versatile but immature cell matures into a more specialized one.

The first step beyond that came in 2007, when researchers reversed the process. They got skin cells to revert to a state resembling embryonic stem cells. That opened the door to a two-part strategy: turn skin cells from a patient back into stem cells, and then run the clock forward again to get whatever specialized cell you want.

The new direct-conversion approach avoids embryonic stem cells and the whole notion of returning to an early state. Why not just go directly from one specialized cell to another? It's like flying direct rather than scheduling a stopover.

Even short of researchers' dreams of fixing internal organs from within, Gearhart says direct conversion may offer some other advantages over more established ways of producing specialized cells. Using embryonic stem cells is proving to be inefficient and more difficult than expected, scientists say. For example, the heart muscle cells developed from them aren't fully mature, Gearhart noted.

And there's no satisfactory way yet to make mature insulin-producing cells of the pancreas, which might be useful for treating diabetes, says George Daley of Children's Hospital Boston and the Harvard Stem Cell Institute.

So direct conversion might offer a more efficient and faster way of getting the kinds of cells scientists want.

A glimpse of what might be possible through direct conversion emerged in 2008. Researchers got one kind of pancreatic cell to turn into another kind within living mice.

But far more dramatic changes have been reported in the past year in lab dishes, with scientists converting mouse skin cells into nerve cells and heart muscle cells. And just this month came success with human cells, turning skin cells into early stage blood cells.

The secret to these transformations is the fact that all cells of a person's body carry the same DNA code. But not all the genes are active at any one time. In fact, a cell's identity depends on its lineup of active genes. So, to convert a cell, scientists alter that combination by inserting chemical signals to activate particular genes.

"This is something that's really caught fire because it's an easy strategy to use," Gearhart said. "Everyone's out there trying their different combinations (of chemical signals) to see if they can succeed."

But success is not so easy. "There's a lot of experiments failing," Daley said. "A lot of people are just taking a trial-and-error approach, and that's fundamentally inefficient. And yet, it may create a breakthrough."

Even when the experiments work, there are plenty of questions to answer. Can this technique reliably produce transformed cells? Are these new cells normal? Or do they retain some hidden vestiges of their original identity that might cause trouble later on?

"When we make a duck look like a cat, it may look like a cat and meow, but whether it still has feathers is an issue," Daley said.

And ultimately: Would it be safe to transplant these cells into patients?

"We're a long way from showing safety and efficacy for any of these things," Gearhart said. "This stuff is all so new that we have a lot of work to do."

In any case, he and Daley said, scientists will still work with embryonic stem cells and the man-made versions first produced in 2007, called iPS cells. Those technologies clearly have places in various kinds of research, and it's not yet clear whether they or direct conversion will eventually prove best for manufacturing replacement cells for people.

That question, Daley said, "is way, way open."

How to Watch TV on Your PC

The easiest way to watch TV on a personal computer--and the one that's most popular now--is to view programming over the Web. The major networks, a number of cable channels, and general sites such as Hulu allow you to view shows in your Web browser. If you want a more direct connection to your TV, you'll need extra hardware, namely a TV tuner.

Hulu

Tuners essentially turn a computer into a TV set. Usually they include software that allows you to record programming on your computer, too, so you can watch shows on your schedule and not a TV network's. If you have a media center PC, a tuner may already be built into the machine. If you don't have a tuner, you can add one either by installing a tuner card into your PC or by connecting an external tuner.

Hauppauge WinTV-HVR TV tunerExternal tuners have several advantages. Connecting one is easier than opening up your computer and installing a tuner card. The tuner doesn't take up a slot in your PC. You can easily disconnect it when you're not using it. And some models have the same design as a USB thumb drive--they're not only very portable, but also easy to use with more than one computer.

Two major makers of external tuners are Hauppauge and AVerMedia. Although the instructions for installing an external tuner may vary slightly from maker to maker, the general steps are the same regardless of model.

Step by Step: How to Set Up an External TV Tuner

Step 1 With your computer running Windows, plug the tuner hardware into a USB port. If the spacing is tight between the ports on your machine, you may want to use an extension cable with the USB tuner. In most cases it is not advisable to connect the tuner to a USB hub.

Step 2 Plug an antenna or cable TV cable into the antenna-cable-TV connector on the tuner. The connector is threaded and looks like the coaxial connector at the back of a TV or cable box. Some tuners include an antenna for receiving over-the-air TV broadcasts. If you want to view over-the-air TV but your unit doesn't have an antenna, you'll have to buy one. Rooftop antennas provide better reception than rabbit-ear antennas. Cable provides better reception than either type of antenna.

Step 3 If your tuner supports video recording, you'll want to plug in the A/V cable included with the device. The cable will have composite video and audio RCA plugs--red, white, yellow--and maybe an S-Video connector at the end of it that plugs into your TV or other device you'll be recording from. Depending on the design of the tuner, the end of the cable that fits into the tuner may be a single plug or another set of composite plugs.

Step 4 When you connect the tuner to your computer, Windows should pop up a 'device found' alert. If it doesn't, you might have to reboot your machine to wake up Windows to the new hardware you've installed. Either way, the alert is your tip-off to install the software packaged with your tuner. Typically that will be a two-step process: The first step installs the drivers for the device, and the second installs the applications for it.

Step 5 Once installed, the software will take you through the steps to start viewing TV on your computer.

Boxee Box Debuts in a Packed Internet-Connected Set-Top Box Field

Boxee Box by D-Link, a much-anticipated Internet-connected set-top box, is now shipping from Amazon for $200.

Just like Google TV, the Boxee Box lets you stream Internet video content, browse the Web, access your favorite social networks, and use premium services such as NHL GameCenter and Netflix (coming soon).

Before it was a set-top box, Boxee was a piece of software that you installed on your Mac or PC and then hooked up to your television to stream content. Now the company is getting into the growing, and competitive, market of Internet-connected television devices. The Boxee Box was supposed to launch during the first six months of 2010, but the company failed to meet that deadline. It's not clear why the Boxee Box was delayed, although Engadget reports that the company said its plans to launch before summer were "overly ambitious."

The big question now is with so many big names competing for the top spot in your living room, does Boxee stand a chance? Let's take a look at what some of the more popular set-top boxes are currently offering, including the Google TV-based Logitech Revue, Roku and Apple TV.

Netflix

Netflix video streaming is quickly becoming the gold standard for watching online video to your television. It's incredibly popular (Netflix has more than 16 million members in the United States and Canada), offers thousands of streaming titles and is available on all kinds of devices including Blu-ray disc players, gaming consoles, HDTVs and set-top boxes.

The Boxee Box won't ship with Netflix, but the company says users should expect to see it before the end of 2010. The Roku, Google TV, and Apple TV all have Netflix streaming.

Hulu Plus

Hulu's premium product is also becoming a popular way to stream the latest episodes of your favorite TV shows as well as a relatively small library of movies. The feature is coming soon to the Roku box, but is not available on Apple TV (iTunes does offer 99-cent TV episode rentals) or Google TV. Boxee says it is working to bring Hulu Plus to the Boxee Box.

Web browsing

If you want to browse the Web on your TV while sitting on your couch, then you'll be looking at the Boxee Box or Google TV. Apple TV and Roku don't offer any Web browsing capabilities.

Stream your content

Planning on torturing the neighbors with pictures from your holiday in Italy? Then you'll need an Apple TV or Boxee box to view photos and video stored on your computer at home. If you want to see them on Flickr or Facebook, then Google TV and Roku will also get the job done.

Apps

If you want to add content or functionality to your Internet-connected TV, then you're looking at Roku and Google TV. Both offer add-on services: Google through the Android Market; Roku has its own store for what it calls channels such as MLB.TV, Ultimate Fighting Championship, Amazon Video On Demand and Pandora Internet radio.

Apple TV is based on iOS and one hacker proved recently that the device is capable of running apps. It's unclear whether Apple plans on opening up this functionality to users.

Who will win?

It's getting to be a hot Internet-connected TV world out there, and no one appears to be a big winner, yet. But with big guns such as Apple, Google and even Microsoft (Xbox 360 functionality is always growing) getting serious about Internet on your TV, do the little guys like Boxee and Roku stand a chance? Perhaps. Roku already has a devoted following, and the new Apple TV is basically a Roku imitator. Well, at least for now.

But it remains to be seen whether Boxee has the staying power to go up against Apple, Google and Microsoft. All three companies have money to burn if it becomes necessary just to stay in the Internet TV game, but can Boxee do the same? Probably not, but if Boxee can get Hulu Plus before it lands on Google TV, the Boxee Box just might have a fighting chance.

Microsoft's 10 Tips to Help Developers Play Nice with Sleeping PCs

PC power management is becoming ever more widely adopted by companies and computer manufacturers alike -- a good example is that in order to achieve an energy star rating for a computer, it must ship with its operating system's power management features switched on.

But as with all innovations, it takes some time to bring everyone up to speed. In the vast ecosystem of software developers, some companies are long since up to speed on making sure programs don't interfere with built-in or network-based power management solutions, but many more still have some catching up to do.

In addition to providing a handful of guidance documents for developers, Microsoft's Director of Environmental Technology spoke at the Intel Developer Forum in San Francisco this week to help developers help their users save energy.

"This was a call for [users] to start taking the issue seriously, like they have with reliability and security in the past," Mark Aggar explained in an interview. "Developers have not played an active role in ensuring that their applications allow systems to run efficiently. It's all too easy for systems to undermine power management, or contribute to a poor user experience when they're trying to use power management."

Aggar gave the example of an early bug that arose in the development of Windows 7: Adobe's Flash player was failing to close the audio channel, even if users were not listening to any music or playing any videos. That simple bug kept the PC from going to sleep, wasting energy and money in the process.

With more and more companies seeing the easy benefits to embracing PC power management -- among them reduced costs, energy savings, reducing load on data centers and power grids -- it's becoming more important for developers to make sure their programs play nice with power management policies.

Windows 7 includes tools that let IT professionals see if an application is not cooperating with the sleep cycle, and Aggar said that programs that inadvertently keep PCs awake are likely to face repercussions.

"If organizations go to the effort to use less power, then they're going to care if applications they install are undermining efficiency on the machines," he said. "We'd say that over time organizations are going to care a lot more about this issue, and you as a developer don't want to find out that your application isn't being deployed because it doesn't work well with power management."

To help developers get up to speed on what Microsoft calls "Energy Smart" software development, Aggar outlined his top 10 list for developers at the Forum yesterday:

  1. Be resilient and respectful of sleep transitions
  2. Use system and display availability requests appropriately
  3. Support virtualization
  4. Measure system utilization when your application is idle
  5. Help the system stay idle
  6. Consider and adjust to the power environment
  7. Measure workload power efficiency
  8. Improve workload power efficiency
  9. Scale resource use intelligently
  10. "Cloudburst" the peak load

There are a number of similar guidance documents on the Microsoft Developers Network page for Windows Power Management. And you can read GreenBiz.com's list of 10 things to know about PC power management and much more in our energy efficiency section.

Computer help offered at no charge

USC's chapter of the Association of Computing Machinery (ACM) will be hosting its first Fix-IT day at the Swearingen Engineering Center on Saturday. From noon to 6 p.m., students of the College of Engineering will be offering free diagnostic and repair services for laptops and desktops using Mac OS, Windows and Linux.

This repair event is open to students and faculty of USC and the general public. While ACM participates in community service and free tutoring for students in introductory computing classes throughout the year, this is the student group's first large-scale community outreach event.

According to third-year computer science student Mark Williams, president of the ACM at USC, volunteers at Fix-IT day will be offering quicker repairs and a wider range of services than University Technology Services, including installing new operating systems, updating software, replacing LCD panels and removing viruses, malware and spyware. While ACM cannot cover the cost of hardware, they can help install it if the proper devices are brought with the computer.

Williams states that some of the most common computer problems for students are spyware and other viruses, incompatibility between programs and having a cluttered hard drive. ACM's vice-president, third-year computer science student Chase Daigle, says that students also need to be careful with the way they handle their computers. Hardware problems occur when laptops are jostled around in students' book bags, Daigle said.

With at least a dozen volunteers available throughout the day, ACM anticipates that students won't have to wait long for assistance. In the meantime, Daigle offers some suggestions for minimizing computer troubles.

"It is important to keep your system up-to-date," Daigle said. "When the developers hear about security holes, they develop patches for the software, and these patches are distributed in software updates. Regardless of the operating system you run, be it Windows, Mac OS, Linux, or something else, keeping your system current will help to protect you from software vulnerabilities."

Williams said he is looking forward to a good student turnout on Saturday. He knows very well the importance of maintaining a healthy operating system.

"Taking care of your computer will keep it from breaking down on you at 3 a.m. when you have a paper due at 8 a.m."

3TB Hard Drives Coming, but You?ll need a new Computer

Hard drive manufacturer Seagate has confirmed to UK website Thinq that 3TB hard drives are definitely on the plan for 2010.

3TB hard drives The only problem? If you?re using a 32-bit version of a Windows operating system (which is ? most people), you may end up seeing as little as 990MB of that huge storage capacity because of limitations to the Logical Block Addressing (LBA) measures used to access the space. Current PC standard for LBA cannot address more than 2.1TB of storage in a single drive.

The limitation appears set to become the "Y2K problem" for hard drives with the limitation of the LBA system setup by Microsoft and IBM back in 1980. Apparently, no-one expected anyone to need more than 2.1TB of storage.

Seagate product manager Barbara Craig told Thinq support for Long LBA is required for both hardware and software to handle the new drives which limits operating system support to 64-bit Windows 7 and Vista plus modified versions of Linux. The new 3TB drive won?t work with Windows XP at all.

The problem with hardware is more difficult to fix.

Drives of greater than 2.1TB will also require a GUID Partition Table ? a system implemented in Apple computers ? because the old Master Boot Record (MBR) method of noting storage particulars again can?t work with drives greater than 2.1TB. Intel announced last year that it was looking to improve the old DOS-look BIOS system with EFI ? Extensible Firmware Interface.

However, very few PC motherboards currently support EFI and that pretty much knocks things on the head right there in terms of upgrading.

So if you?re thinking about turning your PC into a storage farm, chances are you?re going to need to start from scratch with a new PC to go with it.

Fantasy Sports Portal :: Marcos Angeleri / Sunderland boss Bruce pleased with Angeleri form in training

Marcos Angeleri

Sunderland boss Steve Bruce is pleased with fullback Marcos Angeleri's form in training.

The Argentinian has struggled to establish himself in the first-team picture since moving from Estudiantes in the summer.

But Bruce told safc.com: 'The one thing I've always said is it takes the South American lads time. It's the first time two of them have seen snow today.

'They're adapting. Certainly Angeleri has shown us what he's all about during the last couple of weeks.

'He hurt his knee playing against Benfica in pre-season and that put the collywobbles up him a bit.

Computerized trades in EU face tougher rules (Reuters)

LONDON/PARIS (Reuters) ? Britain and France flagged on Thursday a looming crackdown on ultra-fast share trading that featured in May's brief "flash crash" freefall on Wall Street, alarming regulators and investors globally.

French Economy Minister Christine Lagarde said a form of computerized trading known as high-frequency trading (HFT) may need banning in some cases.

"My natural tendency would be at least to regulate, to oversee it very strictly and after a cost-benefit analysis of these methods, maybe to forbid it," Lagarde told a parliamentary commission hearing on financial speculation.

"Or at least give market authorities the power to forbid it in circumstances that are considered exceptional," she added.

Britain, Europe's biggest share trading center and where HFT accounts for about a third of trading on the London Stock Exchange, also signaled that tougher rules were needed but that they must be proportionate and targeted.

HFT was simply the evolution of trading to a much faster pace due to advances in technology, said Alexander Justham, director of markets at the UK's Financial Services Authority.

"We are not here to turn the clock back," he told a TradeTech 2010 markets industry conference.

Computerized trading and methods such as algorithmic trading and HFT transact a huge number of trades in microseconds.

"If you drive so fast, the technology should be that you can brake as fast as well," Justham said.

Justham said HFT has narrowed bid/offer spreads but the jury was out on whether it has led to more efficient trading and on whether it has created unfair advantages in trading.

Justham said there were key differences between the U.S. and EU share markets such as controls on who can trade and availability of "circuit breakers" to slow sharp moves.

"We are absolutely not complacent about the general risk of what all this means. Has the playing field been tilted?" Justham said.

Bank of France Governor Christian Noyer told the same French parliamentary panel on Wednesday evening that HFT was a real problem.

"I would only see advantages if it was scrutinized as much as possible," Noyer said.

Industry officials said HFT takes place on regulated markets.

"The main issues are around credit derivatives and structured derivatives, all of which are happening in the dark. We're probably the most transparent part of the market," said Kee-Meng Tan, managing director at Knight Capital, a trading services provider.

Jim Farachi, director at Getco, a key player in HFT, said: "High frequency trading firms are market makers who utilize technology to provide liquidity to the market in a more efficient way than pit or phone trading."

The U.S. Securities and Exchange Commission, the FSA's equivalent on Wall Street, said this month it will take further steps to make markets more stable after the flash crash by zeroing in on lightning-fast Computerized trading that could "go crazy.

MIFID REVIEW

Exchanges like the LSE and the Madrid bourse are taking steps to attract HFT firms as they face downward pressure on general volumes due to the weak economy.

Tougher regulation is inevitable, however.

European Union share trading rules, known as markets in financial instruments directive or MiFID, introduced in November 2007 have sparked competition in share trading, greater use of Computerized trading and fragmentation of markets.

The EU's executive European Commission is due to present legislative amendments to MiFID by next summer with the European Parliament and EU governments having the final say.

Justham said that the review should look at tougher limits on "carve outs" for some firms from MiFID's transparency rules and look at forcing a wider spectrum of trading firms to report trades so that regulators have a full and speedy picture of the market when things go wrong.

Trading firms may also need to "stress test" their Computerized trading models or algorithms before they go live.

Justham later told Reuters that any policy changes for markets in Britain would come under the umbrella of the MiFID review but there could be changes in the way the FSA supervises the domestic market in the meantime.

The MiFID review will also crack down on dark pools or anonymous, off-exchange trading venues that have flourished.

"The proliferation of dark pools was a tragic error and I would like us to come back to it," France's Noyer said, noting that it was up to market supervisors to address the matter.

Britain's government announced earlier this week it was sponsoring a study by scientists into the impact of HFT on London as a financial center over the coming decade and this would help shape the MiFID review.
